Here is what I've had to do
get an NOC (no objection certificate) from the state where the vehicle is registered
Take following documents to RTO office nearby (using justdial, find out local RTO, call them up and confirm before going as depending on address, it can be a different RTO office)

Take following documents to RTO office nearby (using justdial, find out local RTO, call them up and confirm before going as depending on address, it can be a different RTO office)
- Original Registration
- Insurance copy
- Emission certificate copy
- NOC original
- Vehicle sales invoice (used for tax computation) copy
- Address Proof (BSNL bill etc)
- 2 photos
- Can get following from any store near RTO office
- 1 Postal cover with address (this is how they mail the new registration docs)
- Folder
- Forms 14, 27, 27 and 33
- Vehicle for inspection
There will be a counter for 'other region vehicle registration'
They will check the documents for completeness, compute tax and let you know the amounts
Send you to some other desk for data entry
you'll have to get a DD for the tax and pay in Tax counter
Take it to another desk at RTO (someone important at RTO office coz he has got his own cabin) for inspection and some signature
Take it to Vehicle inspector and request for inspection (he'll check engine & chassis no. etc and sign)
After all the above, finally submit and take acknowledgment
